Applications under the GSM-R Interference Control Subsidy Scheme can be submitted from 1 October 2014 to 5.00 pm on 30 September 2016. Any applications received after 5.00 pm on 30 September 2016 will be rejected.

Applying afterwards and invoicing

You apply for a subsidy per railway vehicle. You can also file an application per railway vehicle type for several railway vehicles of the same type. You apply for the subsidy afterwards. This means that the equipment must have been adjusted or replaced by an enhanced version and you have already incurred costs for this. The costs must have been invoiced to the keeper of the relevant railway vehicle. You can only apply for a subsidy once per railway vehicle. Should the adjustment or replacement take place in phases in a railway vehicle, we recommend that you submit the application once all equipment in the relevant railway vehicle has been adjusted or replaced.

Filing digital applications

You can file the application for the subsidy scheme in digital form via the 'eLoket' (in Dutch). You need an e-Identifier with reliability level 1 for this application.

Foreign applicants

Foreign keepers who want to file a digital application via 'eLoket' could consider authorising a Netherlands-based intermediary for this purpose. This Netherlands-based intermediary (see: Authorizations) may file the application in digital form using an e-Identifier. Foreign keepers also have the possibility to file an application through the application form (PDF).

Apply for eRecognition in time!

eRecognition [eHerkenning] is a digital entry key of the Dutch government. This shows us who you are and that you are authorised to do business on behalf of your company. The application for level 1 eRecognition will take 1-7 working days. You need eRecognition in order to submit your application in digital form via the eLoket. So you have to apply for it in time. You can already do this now using www.eherkenning.nl (in Dutch).

Complete applications

The available budget is divided on the basis of the order of receipt of complete applications. A complete application includes a completed and signed digital application form plus the annexes referred to in the application form. If an incomplete application is submitted, the applicant will be given the opportunity to supplement it. In that case, the date on which the application was completed will be the date of receipt. If the subsidy cap is exceeded as a result of the granting of a subsidy for applications received on the same day, the state secretary will determine the ranking of the applications received on the same day by drawing lots.

Submit your applications in time!

Any applications received after expiry of the period for submitting applications will be rejected. Please keep in mind that the post could be delivered late. RVO.nl must have received the applications by 5.00 pm on the closing date of the relevant period for submitting applications. Complete subsidy applications will be assessed in order of receipt. Only the date of receipt of the complete application will count. So the scheme works according to the principle of 'first come, first served'. The budget may be exhausted before the closing date of the scheme.

Subsidy application per railway vehicle

You can only apply for a subsidy once per railway vehicle. So this means that if the replacement of or adjustment to the railway vehicle takes place in phases, it is recommended that the application only be submitted once all work performed on the railway vehicle is complete. The sooner we receive your complete application, the higher the subsidy amount could be.

Permits

The duration of a project partly depends on the duration of the issue of any permits required. In order to qualify for a subsidy, it is necessary for the railway vehicle to have a permit for the Netherlands (also after installation of the equipment). Any costs for foreign permits are no compulsory part of the project, but may be included only, of course, if the relevant railway vehicle was already allowed access to the relevant country on the date on which the subsidy scheme entered into force. In that case, please keep in mind that the duration of the project could be longer. It is up to the applicant to set up the application, planning of and approach to the project such that he can apply for a maximum subsidy amount.

Application periods and maximum subsidy amount

There are three application periods. The amount of the maximum financial compensation differs, depending on the time at which your complete subsidy application is received by RVO.nl. Subsidy is only granted if the costs relate to the installation of a filter in or the improvement of an EDOR or GSM-R train radio already present in the railway vehicle at the time this scheme enters into force. The amount depends on the time at which the complete subsidy application has been received by RVO.nl.

  • For projects for which a complete application is received by 5.00 pm on 30 June 2015, the maximum subsidy amount is: the number of GSM-R train radios or EDORs improved or provided with filters times € 10,000.
  • For projects for which a complete application is received after 5.00 pm on 30 June 2015, but before 5.00 pm on 15 December 2015, the maximum subsidy amount is: the number of GSM-R train radios or EDORs improved or provided with filters times € 5,000.
  • For projects for which a complete application is received after 5.00 pm on 15 December 2015, but before 5.00 pm on 30 September 2016, the maximum subsidy amount is: the number of GSM-R train radios or EDORs improved or provided with filters times € 2,500.

If the actual costs incurred are lower than the maximum subsidy amount available, the subsidy will be determined on the basis of the actual costs.

Decision-making period and payment

A decision will be made on your application within thirteen weeks after receipt of the subsidy application. You will receive a written decision. The subsidy amount will be transferred within two weeks after the date of this decision.
