The Ukraine Partnership Facility (UPF) focuses on the reconstruction and sustainable recovery of Ukraine's economy and society. This page details the projects that have been approved for the subsidy programme.

Approved projects UPF2

There was great interest in this opening round; we received 75 applications for a requested budget of about 192 million euros. We are assessing these applications based on the 'first-come, first-served' principle, prioritising them by the date of their completeness. So far, we have approved 9 projects totalling about 22 million euros.

Agri-food

  • Strengthening the bakery sector by setting up a training centre and providing training with a special focus on vulnerable groups.

Circular construction

  • Building bio-based houses for Ukrainians who lost their homes as a result of the war.

Sustainable energy

  • Solar energy for hospitals and schools in Ukraine.
  • Solar Ukraine for Resilience in Water and Sanitation Services.
  • Keep Ukraine Warm and Healthy: Providing secure heating and hot water to hospitals, health centres and the community in 2 Ukrainian towns through biomass heating installations (2 projects).

Healthcare

  • Rebuilding Ukraine's health infrastructure: Cooling for critical medication during power cuts.
  • Remote support of home treatment of patients by application of innovative virtual reality systems and professional support in mental health and physical rehabilitation in Ukraine.
  • Empowering Ukraine's youth with innovative mental health solutions.

Approved projects UPF1

The first application round for UPF closed on 31 December 2023. We received more than 60 project proposals varying in size and complexity, requesting a total of €200 million. The total subsidy amount of €25 million has now been allocated. Our advisors, the Netherlands embassy in Kyiv, specialists and an advisory committee assessed complete project proposals on a first-come, first-served basis. 7 projects from companies and NGOs were approved:

Agriculture

  • Resilient energy-efficient agriculture and food supply for Ukraine.
  • Rebuilding potato Ukraine.
  • Building a multifunctional transhipment terminal for agricultural products.

Water

  • Water-immediate damage reconstruction and sustainable solutions.

Healthcare

  • Expanding access to diagnostics for improved treatment and rehabilitation.
  • Trauma: Scaling up community mental health care for children and youth at risk in Ukraine's conflict-affected communities and beyond.
  • Building a prosthetics and rehabilitation centre and setting up a Netherlands-Ukrainian educational programme for medical specialists.
