A permit has been made available for the development of the Hollandse Kust (zuid) Wind Farm Zone, Sites I and II (760 MW). Chinook C.V. was announced the winner of the tender on 19 March 2018.
Under construction
The Wind Farm Zone is currently under construction. More information can be found on the project website.
Permits irrevocable
Two parties lodged notices of objection with the Netherlands Enterprise Agency relating to the decision to issue permits to Chinook C.V. Both objections have since been withdrawn. The permits are now irrevocable.
Tender
On 19 March 2018, the Minister of Economic Affairs and Climate Policy announced that Chinook C.V., a limited partnership and a subsidiary company of Nuon/Vattenfall, is the winner of the permit to construct and operate the wind farm at Sites I and II of the Hollandse Kust (zuid) Wind Farm Zone.

All applications were assessed to ensure they fulfil the requirements in the Ministerial order with respect to:
- Technical feasability
- Economical feasability
- Financial feasibility
- Planning (ability to construct the wind farm within 4 years)
- Fullfil the requirements of the Wind Farm Site Decisions
All applications met these requirements. In the next step, a comparative assessment, we applied 4 out of 6 criteria:
- The knowledge and experience of the parties involved
- The quality of the design of the wind farm
- The capacity of the wind farm
- The social costs
The 2 criteria with the highest weighting were the quality of the survey and analysis of the risks and the quality of the mitigating measures. An independent expert commission advised us on the scoring of these 2 criteria. The composition of this commission was:

Publication of tender regulation
For the development of the Hollandse Kust (zuid) Wind Farm Zone, Sites I and II (760 MW), a tender procedure was held in December 2017 to obtain a permit.
The Ministerial Order for permitting offshore wind energy
The Ministry of Economic Affairs and Climate Policy published the Beleidsregel inzake wijziging van vergunningen windenergie op zee voor de kavels I en II Hollandse Kust (zuid) (Policy Rule concerning change permitting offshore wind energy) on 12 December 2017 in the Government Gazette.
The Ministry of Economic Affairs and Climate Policy published the Ministerial Order for permitting offshore wind energy on 17 October 2017 in the Government Gazette. This tender was based on the procedure without subsidies provided for in the Offshore Wind Energy Act for applications for licenses for the Wind Farm Zone Hollandse Kust (zuid) Sites I and II (WFZHKZ).
Sites
A final version of the Project and Site Description (PSD), together with a new version of Appendix A with the new legal framework, was published on 1 November 2017.
The PSD was designed to help any party with an interest in participating in the planned permit tender for Hollandse Kust Zuid Wind Farm Sites I and II (HKZWFS I and II), in the Hollandse Kust (Zuid) Wind Farm Zone in the Netherlands. Wind Farm Site Decisions
The Wind Farm Site Decisions Hollandse Kust (Zuid) Sites I and II and more legislation about offshore wind energy in the Netherlands can be found on Wet- en regelgeving Wind op zee (in Dutch only).
On Wednesday 6 December 2017, the Council of State ruled on the appeals against the Wind Farm Decisions (publication available in Dutch only). The Wind Farm Site Decisions Hollandse Kust (zuid) Sites I and Sites II are irrevocable per this date.
