Horizon Europe - New European Bauhaus (NEB) Facility

The NEB Facility aims to make neighbourhoods and living environments more sustainable, inclusive, and beautiful by bringing together research and innovation, design and local participation. The Facility provides funding through the New European Bauhaus (NEB) initiative. It supports the technical challenges and the social and cultural changes required to achieve the climate targets of the European Green Deal.
For whom?
The calls under the NEB Facility are open to universities, research institutions, housing organisations, local authorities, government bodies and design agencies. The NEB Facility focuses on the neighbourhood level, so companies in the construction sector, neighbourhood initiatives and local stakeholders can also take part.
For the calls consortia must be formed. Within these consortia:
- solutions are tested in the relevant environment;
- innovations are implemented and integrated with local authorities.
Budget
The NEB Facility is primarily funded by Horizon Europe in combination with other EU programmes for the roll-out.
From 2025 to 2027, approximately €100 million per year will be available for the calls under the NEB Facility work programme.
Criteria
For NEB Facility projects, expertise and stakeholders from the relevant sector must be brought together within successful and strong consortia. The consortia must consist of at least 3 independent organisations from 3 different EU Member States or Horizon Europe associated countries.
The best consortia consist of balanced, geographically well-distributed, and representative organisations.
Find a suitable call
The NEB Facility work programme features various calls for proposals. These calls have 3 objectives:
- Participation: linking the green transition, social inclusion and local democracy.
- Regeneration: circular and regenerative approaches to the built environment.
- Business: innovative financing and new business models for the transformation of neighbourhoods.
On the NEB Facility website and in the Funding & Tender portal of the European Commission you can see which calls are currently open and find all the key documents setting out the rules for participation. You can also submit a proposal via this online portal.

The NEB facility consists of 2 complementary components:
