Apply for Reimbursement Fixed Costs – TVL

The application period for the reimbursement is from 30 June 2020 12:00 CEST until and including 30 October 2020 17:00 CET.

Prepare your application

You can apply for TVL online. When you apply, some parts of the application will be automatically filled in with your Chamber of Commerce details. Please check that these are correct.

Also, have the following data ready:

  • Chamber of Commerce registration number;
  • Your contact information: name, telephone number, email address;
  • SBI code of the main activity of your business;
  • bank account number;

Did you register your business before 1 April 2019?

  • If you pay VAT: pdfs of your VAT returns for Quarter 2 and Quarter 3 of 2019 – April until September 2019. Pdfs from your accountancy software for this period are also acceptable;
  • If you do not pay VAT: a pdf of your 2019 financial statement. You can also submit pdfs for Quarter 2 and Quarter 3 2019 from your accountancy software instead.

Did you register your business between 1 April 2019 and 15 November 2019?

  • If you pay VAT: pdfs of your VAT returns for the first 4 full months after you started your business. Your start date is the date you registered at the Chamber of Commerce. If you do not have these VAT returns, you can submit pdfs from your accountancy software for this period.
  • If you do not pay VAT: a pdf of your 2019 financial statement. You can also submit pdfs for the first 4 full months after the start of your business from your accountancy software instead.

Did you register your business between 16 November 2019 and 29 February 2020?

  • If you pay VAT: pdfs of your VAT returns from the start of your business up until and including 15 March 2020. Your start date is the date you registered at the Chamber of Commerce. If you do not have these VAT returns, you can submit pdfs from your accountancy software for this period.
  • If you do not pay VAT: a pdf of your 2019 financial statement and your turnover details from 1 January 2020 up until and including 15 March 2020 from your accountancy software. If you do not have a financial statement for 2019, you can just upload the turnover details from your accountancy software for the period from the start of your business up until and including 15 March 2020. Your start date is the date you registered at the Chamber of Commerce.

Did you register your business between 1 March 2020 and 15 March 2020?

To receive the minimum reimbursement of 1,000 euros, you must declare that you will have a turnover loss of at least 30% from June 2020 until October 2020. You must also declare that your fixed costs are at least 4,000 euros.

Did you register your business after 15 March 2020?

Unfortunately, you are not entitled to the Reimbursement Fixed Costs.

Apply for TVL

You can apply for TVL online (only in Dutch, choose Aanvragen). We trust your Dutch colleague to help you with your application.

You can apply from 30 June 9:00 CEST until 30 October 2020 17:00 CET. To apply for reimbursement you need eHerkenning level 1 or DigiD (if you do not have a DigiD, please register first).

Where can I find my SBI code?

The SBI code describes your business’ most important activity. You can find your SBI code on the document you got when you registered at the Chamber of Commerce. You can also request this code from the Chamber of Commerce.

My company is registered under the wrong SBI number. What can I do?

If you think that your business activities fall under one of the set SBI codes but you are registered with the Chamber of Commerce under another code, please contact the Chamber of Commerce.

If you already notified us about having the wrong SBI number when you applied for the Reimbursement for loss due to COVID-19 programme, please wait for the decision before applying for TVL. You can only apply for TVL once.

If you have been given a SBI code that entitles you to the Reimbursement for loss due to COVID-19 programme, you can apply for TVL. In this case, you do not have to notify us about your wrong SBI code again.

After your application

  • We aim to decide within 8 weeks. You will hear from us if we need longer than 8 weeks to decide on you application.
  • We check whether your application meets the requirements and base our decision on the information from the Commercial Register as of 15 March 2020.
  • If your application fulfils all requirements, we will pay the reimbursement within 2 to 3 working days.
  • We always check applications afterwards. If you have received the reimbursement by mistake, we will review or reclaim the amount. This may take place until 5 years after payment of the reimbursement.

What if I am not entitled to TVL?

If reimbursement is not available for the SBI code of your company, the Dutch government has other options, drawn up in the Dutch ‘Noodpakket economie en banen’. For more information in Dutch, please check the webpage on financial schemes.
