This page describes the relevant guidelines for monitoring of greenhouse gas emissions and for preparing the National Reports under the UN Framework Convention on Climate Change Convention (UNFCCC) and the Kyoto Protocol.
It also provides access to related guidelines that have a bearing on the National Reports, including those under the European Union and relevant national guidance. It concentrates on the key guidelines; in various decisions of the UN additional agreements have been made that sometimes require inclusion of additional elements in National Reports. Not all of these have been listed in the summary review below.
It is required that Parties regularly report in national reports on three main themes, see below:
- Information related to emissions of greenhouse gases, primarily in annual emission reports
- Information related to the implementation of Convention and Kyoto Protocol
- Information related to the use of flexible mechanism in the Kyoto Protocol.
Most National Reports will be reviewed by a UNFCCC Expert Review Team. Also for this process guidelines are established, again with a basic process under the convention and additional elements under the Kyoto Protocol.
