The Hollandse Kust (Zuid) Wind Farm Zone (HKZWFZ) lies off the west coast of the Netherlands, in the coastal waters of the province of Zuid-Holland (South Holland). This wind farm zone has 4 sites. The tender round for HKZWFZ offered 2 350 MW projects for development: one at Site I of the zone, the other at Site II. This tender was open from 15 December 2017 until 21 December 2017.
Permits for Hollandse Kust (zuid) Sites I and II irrevocable
On 19 March 2018, the Minister of Economic Affairs and Climate Policy issued permits for Hollandse Kust (zuid) Wind Farm Zone Sites I and II to Chinook CV, a subsidiary of Nuon/Vattenfall.
Two parties lodged notices of objection with the Netherlands Enterprise Agency (RVO.nl) relating to this decision to issue permits to Chinook CV. Both parties have now withdrawn their objection. As a result, the permits are now irrevocable.
Winner of the tender
On Monday 19 March 2018, the Minister of Economic Affairs and Climate Policy announced that Chinook C.V, a limited partnership and a subsidiary company of Nuon/Vattenfall is the winner of the permit to construct and operate the wind farm at Sites I and II of the Hollandse Kust (zuid) Wind Farm Zone. The new wind farm should be ready in 2022, which will make it the first in the world to be constructed without subsidy.
Tender applicants for Hollandse Kust (zuid) I and II
The Netherlands Enterprise Agency received 4 applications from Chinook, Statoil, Innogy and Witwind (a consortium of Van Oord, Eneco and Diamond Generating Europe). All applications were assessed to ensure they fulfil the requirements in the Ministerial order with respect to:
- Technical feasability
- Economical feasability
- Financial feasibility
- Planning (ability to construct the wind farm within 4 years)
- Fullfil the requirements of the Wind Farm Site Decisions
All applications met these requirements. In the next step, a comparative assessment, RVO.nl applied 4 out of 6 criteria:
- The knowledge and experience of the parties involved
- The quality of the design of the wind farm
- The capacity of the wind farm
- The social costs
The 2 criteria with the highest weighting were the quality of the survey and analysis of the risks and the quality of the mitigating measures. An independent expert commission advised RVO.nl on the scoring of these two criteria. The composition of this commission was:

The Ministerial Order for permitting offshore wind energy
The Ministry of Economic Affairs and Climate Policy published the Ministerial Order for permitting offshore wind energy on 17 October 2017 in the Government Gazette. This tender was based on the procedure without subsidies provided for in the Offshore Wind Energy Act for applications for licenses for the Wind Farm Zone Hollandse Kust (zuid) Sites I and II (WFZHKZ).
The Ministry of Economic Affairs and Climate Policy published the Beleidsregel inzake wijziging van vergunningen windenergie op zee voor de kavels I en II Hollandse Kust (zuid) (Policy Rule concerning change permitting offshore wind energy) on 12 December 2017 in the Government Gazette.

On Wednesday 6 December 2017, the Council of State ruled on the appeals against the Wind Farm Decisions (publication available in Dutch only). The Wind Farm Site Decisions Hollandse Kust (zuid) Sites I and Sites II are irrevocable per this date.
Project and site description
A final version of the Project and Site Description (PSD), together with a new version of Appendix A with the new legal framework, was published on 1 November 2017.
The PSD was designed to help any party with an interest in participating in the planned permit tender for Hollandse Kust Zuid Wind Farm Sites I and II (HKZWFS I and II), in the Hollandse Kust (Zuid) Wind Farm Zone in the Netherlands. The document describes the site, surroundings and characteristics of HKZWFS I and II.
