King of the Netherlands and Dutch Minister of Climate and Green Growth will visit the WHS

His Majesty the King of the Netherlands will visit the WHS on Wednesday afternoon 20 May. Afterwards, he will attend the handover of the first part of the Gasunie hydrogen network. This will take place in the former power station Schiecentrale in Rotterdam. The minister of Climate and Green Growth, Stientje van Veldhoven-van der Meer, will also be present. 

The World Hydrogen Summit & Exhibition (WHS) consists of 3 parts.

  • The conference on 19, 20, and 21 May (3 days).

The Netherlands and green hydrogen

The Netherlands plays a leading role in developing the international hydrogen sector.

  • Our ports and infrastructure are important hubs for the rest of Europe.
  • Additionally, Dutch hydrogen companies have a good reputation. These companies translate innovative ideas for the hydrogen transition into achievable solutions. The companies present these solutions to an international audience at WHS.

World Hydrogen Summit & Exhibition

You will meet international hydrogen companies and organisations at the exhibition. Political leaders and governments from all over the world will also attend the conference in Rotterdam. Many countries will have a pavilion at the summit, among them our NL Pavilion.

Tuesday, 19 May

Connecting Supply and Demand: Advancing Corridors between the Gulf and Europe

This session builds on the 2025 dialogue on hydrogen carriers and focuses on turning bilateral MoUs between the Netherlands and Gulf countries into concrete green hydrogen corridors.

With participation from government and industry leaders, it explores how initiatives such as Program NoorBridge can accelerate joint research, pilot projects and infrastructure development.

The session will showcase strategic alignment among Oman, the UAE, Saudi Arabia, and the Netherlands, review recent Gulf and hydrogen sector developments, and address scaling up and financing future hydrogen value chains.

Wednesday, 20 May

Green hydrogen financier coordination Morocco & Egypt

How can we finance green hydrogen projects in Morocco and Egypt? Governments, financiers, projects developers and customers will discuss this during this session.

We will start with new insights by the Green Hydrogen Organisation. Moreover, we will discuss major funding challenges such as:

  • insufficient revenue certainty;
  • unclear risks;
  • insufficient funding in early project phases (pre-FEED and pre-FID).

The aim of this session is to gain clarity on the stakeholders. We will cover these topics: 

  • What are the risks? And for each risk: who is best suited to take responsibility?
  • What are the next steps for scaling up green hydrogen in the region?

World Bank Hydrogen4Development (H4D) Partners' Meeting

The Hydrogen for Development (H4D) initiative, led by the World Bank under ESMAP, supports the development of clean hydrogen in emerging economies through a set of dedicated work streams. The Stakeholders’ Forum connects the work of H4D with real project development, by testing ideas with developers and financiers and identifying what is needed to move projects forward. The forum focuses on moving from strategies and pilot projects to investments and implementation.

This session will focus on one of the key challenges in scaling hydrogen: electrolyser deployment. Building on recent World Bank work, the discussion will look at how costs can be reduced, how manufacturing can scale, and how electrolysers can be integrated into projects in developing countries.

Entrepreneurship in Scaling Up Hydrogen – Featuring Female Leaders

Curious about how hydrogen companies can grow successfully and compete internationally? In this session, female founders and leaders from across the hydrogen value chain share their routes to growth. From finding the right business model to securing finance, entering new markets, and moving from startup to scale-up. They will share their success stories, highlighting key turning points, setbacks encountered along the way, and how they were overcome. The session offers useful insights for anyone looking to grow a hydrogen business or explore international opportunities.

Costs and Emissions of International Hydrogen Supply Chains

Research institutes and companies worldwide use models to assess the costs and emissions of transporting hydrogen, and to compare transport options and exporting regions. Still, existing models show clear differences.

Task 50 of the IEA Hydrogen Technology Collaboration Programme compares modelling approaches from various institutes to improve international consistency. With input from industry partners, we will conduct a joint analysis to provide policy advice and identify cost-reduction opportunities.

In this session, we will present the first results of Task 50, which is due to finish at the end of 2026.

Finance forum

How do we finance green hydrogen projects, particularly in emerging markets and developing countries?

Financiers, policymakers and key industry stakeholders will discuss this during this forum. What are the challenges? And what are the practical solutions for securing more funding across the entire value chain?  

We will start by sharing key insights. This will be followed by panel discussions focusing on the following questions:

  • What can we learn from projects that have (almost) secured funding?
  • What financial instruments are required for large-scale investments?  

The Netherlands Enterprise Agency (RVO), World Bank and FMO organise this event for development banks, investors, project developers and buyers. During the forum, these organisations will share insights and strengthen existing partnerships to accelerate global investment in hydrogen projects.

Biggest and Budget: Discover the Dutch Electrolyser Industry

This session demonstrates why the Netherlands can become a global leader in electrolyser equipment manufacturing.

We will take you on a journey from the smallest to the largest electrolyser developed in the Netherlands.

For instance, we will talk about the Alquion and Battolyser Systems merger. This merger created a strong and unified identity that brought together all the key competencies required to become a world-class electrolyser manufacturer.

At the same time, Zero Emission Fuel has been developing a compact electrolyser that is capable of producing hydrogen at lower costs compaired to the current LCOH. This solution is ideally suited for sunny, off-grid locations, such as those directly connected to solar farms.

Together, these innovations showcase the full spectrum of Dutch electrolyser technologies and make this session highly relevant to the World Hydrogen Summit programme.

Creating Liquid Hydrogen Supply Chains: How to Unlock the Potential

This workshop focuses on the creation of hydrogen import corridors. Liquid hydrogen (LH2) will be explored as a carrier for transporting, storing, and delivering hydrogen to end users.

To start, the workshop will compare the costs of hydrogen carriers and highlight the role of LH2 within this portfolio.

Following this, experts will present the current status of LH2 technology, including production and transportation.

In the second part, building on these insights, a panel of experts will discuss what is needed to unlock LH2's potential.

To conclude the workshop, we will offer a lunch to participants with networking opportunities for technology suppliers to present their products or services.

Powering Decarbonisation: Europe–Latin America Hydrogen Partnerships

This side event brings together European and Latin American stakeholders to create impactful partnerships and advance actionable strategies for the growth of renewable hydrogen markets.

The event focuses on:

  • building local and regional demand;
  • accelerating supply;
  • developing international value chains;
  • decarbonising energy-intensive sectors.

Panel discussions, country presentations, thematic breakout sessions, and targeted networking opportunities drive tangible outcomes throughout the programme.

This networking event is organised by the Regional Business Development team of the Dutch embassies in Latin America. They team organises the event in collaboration with GIZ, the implementing partner of the H2Uppp programme of the German Federal Ministry for Economic Affairs and Energy (BMWE). The World Bank and the Inter-American Development Bank (IDB) support them in this effort.

Canada–Netherlands CCS Workshop: Advancing Transport Quality and Policy Frameworks

This workshop connects Canadian and Dutch experts to exchange knowledge on carbon capture and storage (CCS), transport quality and policy.

The workshop aims to:

  • share experiences on CO₂ transport quality standards, technical requirements, and regulatory frameworks;
  • compare Canadian and Dutch approaches to CCS;
  • identify best practices for CCS transport quality;
  • strengthen knowledge sharing to advance CCS as a key tool in the energy transition.

Representatives from both countries, including Gasunie and NRCan, will present their perspectives and lessons learned.
