Early Warning and Flood forecasting expert/trainer

CLOSED - DRRS is looking for a early warning and flood forecasting expert to run a short half day training to the Albanian Institute of Geoscience and provide input during a subsequent two day UNDP training on preparedness. The activities will take place in Tirana, Albania.

Tuesday 17 June (09.30 to 13.30)
Provide half day training / deep-dive session for Albania's Institute of Geoscience

  • Purpose of the session: Provide an in-depth overview of flood modeling and forecasting tools; provide insights on the current tools and approaches used by the Institute and advise on additional tools that could be used to complement existing systems.
  • Target audience: Departments of hydrology and of meteorology of the Institute of Geoscience
  • Tools to be exemplified:
    • Delft-FEWS
    • LIWO

18 to 20 June 
Participation to the training workshop on disaster preparedness for the Government of Albania, with observers from North Macedonia and Montenegro 

  • Purpose of the participation: Provide an overview of the tools developed to support flood risk forecasting, modeling, Early Warning and Early Action for Sessions 3, 4 and 5 (see mode details in the agenda enclosed). Participate to sharing lessons learned.
  • Target audience: Albanian National Agency of Civil Protection (AKMC) and other national institutions in preparedness for response, 2 representatives of the Albania's Institute of Geoscience, as well as of the representatives from North Macedonia and Montenegro.
  • Tools to be exemplified:
    • Mobile app — linked to community/ local level preparedness
    • LIWO
    • Evacuation --- linked to the emergency operations & contingency planning aspects to be presented on Day 1
    • Delft-FEWS --- with a focus on how this is used for coordination of EW and EA, not only focused on the data collection and modelling technicalities.

Requirements: 

  • Senior level expertise on early warning systems and flood forecasting
  • Extensive experience with both set up and optimization of Delft-FEWS and LIWO
  • Experience with use of Delft-FEWS and other tools for coordination purposes in context of both early warning and early action
  • Experience in and knowledge of international (water) crisis context;
  • Ability to be a relevant sparring partner for the local officials and to provide feedback on the existing plans and ideas, as well as provide input for suitable alternatives;
  • Excellent presentation and reporting skills in English;
  • Good communication skills in English;
