Horizon Europe: Approaches and tools for security in software and hardware development and assessment

Software is the foundation of all digital technologies and is, therefore, essential for IT infrastructures, services, and products. However, the emphasis in software development is now on rapid deployment, at the expense of security. This Horizon Europe subsidy contributes to the development of security technology in software and hardware.

  • Application period: The scheme closed on 20 November 2024. You can no longer submit an application.
  • Budget: €37 million
  • Expected number of projects funded: 6
  • Subsidy programme: Horizon Europe - Cluster 3 Civil security for society

Conditions

Projects should contribute to one or more of the following objectives:

  • Improved security techniques for hardware and software; resilient system designs.
  • Improved hardware and software testing access in virtual, closed and secure environments.
  • Systematic and, where possible, automated study of vulnerabilities, software analysis and security.
  • Reliable, certifiable hardware and software.
  • Artificial intelligence-based security services such as predictive security, advanced anomaly and intrusion detection, and system health checks.

Submission criteria

  • You can only submit project proposals in a consortium. A consortium is a collaboration between several parties. The following criteria apply:
    • at least one independent entity based in an EU member state;
    • at least 2 other independent entities, each located in another EU member state or associated country. Please refer to the list of associated countries.
  • Mobile network equipment suppliers rated as high-risk and their controlled entities may not participate in development projects.
