Ukraine Partnership Facility: Impactful projects of UPF2

Ukraine Partnership Facility (UPF) supports projects involving Dutch companies and civil society organisations aimed at the reconstruction and sustainable recovery of the Ukrainian economy and society. Projects focus on delivering tangible results that contribute to broader local economic and social development. The projects must have a long-term impact on local communities, business networks and civil society organisations.

In the second opening round of funding, known as UPF2, we approved a total of 13 projects, with a combined funding of 32.5 million euros. Below is a summary of the impactful projects financed through UPF2.

Agri-food

Bake4Ukraine: The project aims to enhance food security for urban and rural communities. By establishing a training centre for vulnerable groups, the project strengthens the bakery sector. It also trains small to medium-sized bakeries in Ukraine.

DUBIC: Rebuilding the Ukrainian soft fruit sector in line with the EU Farm-2-Fork strategy. Boosting strawberry and blueberry prices for farmers creates seasonal jobs and secures export contracts. Also, the project includes installing fertigation systems and training programmes for students.

Smart Harvest: Boosting vegetable, berry and greens production by establishing an innovation hub for hydroponics and greenhouse technologies. This project showcases innovative, proven and highly productive greenhouse crop cultivation systems, providing training and business development infrastructure. This innovative concept aims to inspire and accelerate the growth of a sustainable and productive horticultural industry in Ukraine.

Circular construction

Build Back BIO: Building bio-based houses for Ukrainian rural families who lost their homes due to the war. The project uses bio-panel manufacturing lines to construct circular homes based on hybrid straw and hemp technologies. The approach prioritises sustainability, affordability, and efficiency.

Sustainable housing first for Ukrainian recovery. This project creates a safe neighbourhood for internally displaced persons, including modular houses made from sea containers and a social unit. The houses are produced in the Netherlands in the first year, and in Ukraine in the second year. The project will alleviate the pressure on local authorities in accommodating 175 – 275 internally displaced persons who have lost their homes, as they wait for their homes to be repaired or need to relocate in search of a safer place.

Sustainable energy

The solar panels for hospitals and schools in Ukraine (SOSH-U) project provides 2700 solar panels with battery storage for 24 hospitals and a school. This releases the pressure on the energy net and supports a stable energy network.
Partners: Stichting de Boomgaard, Solarge Holding B.V., Lifeline Ukraine, Energy Act Ukraine.

The Solar Ukraine for resilience in water and sanitation services project (SUNRISE) will design, supply, install, and operate decentralised off-grid and backup power solutions. It will also provide battery storage to support a stable water supply in 10 medium-sized towns in frontline regions.
Partners: Independent Energy B.V., Lifeline Ukraine, PVNP Nikointerm.

Keep Ukraine Warm and Healthy: Providing secure heating and hot water to hospitals, health centres and the community through biomass heating installations in 2 Ukrainian towns. This concerns 2 different projects focusing on replacing and expanding 2 old and damaged boiler houses. The partners will install a new plug-and-play biomass combustion system that will supply heating and hot water to healthcare institutions and part of the local community.

Green energy to secure the water supply: The project aims to install off-grid solar energy systems to ensure an uninterrupted supply during power outages in villages. This includes 816 solar panels with a total capacity of 750 kW and battery storage. The project supports the recovery strategy of overcoming frequent power disruptions caused by attacks on the energy grid by providing reliable and clean energy at all hours. It compensates for reduced solar output in winter through battery storage, with excess capacity in summer supporting animal welfare systems on a farm.

Healthcare

Rebuilding Ukraine's health infrastructure. Cooling critical medication during power cuts. Providing essential medical refrigerators, certified by the World Health Organization (WHO), to ensure safe storage of critical medicines during power outages.
Partners: Coolfinity Medical B.V., UA Brokers without borders, Oselya Yut LCC.

Remote support for home treatment of patients by applying virtual reality systems and professional support in mental health and physical rehabilitation in Ukraine. This project aims to train over Ukrainian specialists and implement programmes in hospitals, providing VR headsets for outpatient treatment.

Mind the future: Empowering Ukraine's youth with innovative mental health solutions. Mind the Future is a 3-year innovative programme aiming to intervene in and contribute to systemic change in Ukraine's mental health services sector.
Partners: Stichting International Child Development Initiatives (ICDI), De Veranderkamer, Labour and Health Social Initiatives (LHSI), Fundacja na Rzecz Psychoprofilaktyki Spolecznej (PRO-FIL).

UPF 3 just closed for quick scans. Between 17 October and 21 November 2025, UPF received over 140 quick scans for round 3 in the sectors of Healthcare, Sustainable Energy, Agrifood, Water and Circular Construction. Applicants can submit their proposals as of 30 January 2026.
