Call for Experts - DRR Ecuador - Coastal Erosion

Published on:
13 October 2023

CLOSED - DRRS programme is looking for 2-4 experts for a mission in Ecuador on coastal erosion in the period of end of November 2023.

Context

A recent report by the Oceanographic Institute of the Navy (INOCAR) indicates a 99% chance of the El Niño phenomenon in Ecuador in late 2023 and early 2024. Traditionally, the effects of heavy rainfall and river flooding have been considered. However, also major impacts are expected in terms of coastal erosion, due to an additional rise in sea level and change in wave direction due to the El Niño phenomenon and exacerbated by climate change.

Goals of the deployment

The specific problem of coastal erosion in Ecuador refers to the gradual loss of land and beaches due to the action of the sea and natural processes. The experts can contribute by providing specialized advice in coastal engineering techniques and beach design, territorial planning to mitigate erosion, protect the coast and ensure the sustainability of coastal areas.

Requirements

The team leader for this assignment has a good understanding of the national and regional context, experience with (complex) governance issues, and strong knowledge of integrated water management.

To complete the DRRS Team for Ecuador, we are looking for the following expertise:

  1. Expertise on coastal morphology and the technical design of (soft) solutions for coastal erosion
  2. Expertise on integrated coastal management and nature based solutions
  3. Expertise on (environmental) policy and inclusivity in the local context

Good level of Spanish is highly desirable. Working experience in Latin America is a plus.

A balanced team regarding gender and age is preferred and aimed for. Young professionals are specifically encouraged to express their interest. The exact requirements for expertise and the composition of the team will be worked out with the team leader.

Planning

The planning for this assignment is roughly from October into November 2023. Total expected deployment is approximately 10 days in mid November. The deployment of the expert will be mainly on site, with 2-4 days of preperation and finalization before and after deployment.

As this mission is time sensitive and the deployment will happen as soon as possible we strive to find an expert next week. Interested? Kindly share a short motivation and an updated CV before Friday October 20th to drrs@rvo.nl
