Call of Interest: DRRS Mozambique, Zambezi Province
DRRS is looking for 3-4 experts for a mission to Mozambique, relating to urban floods and rural river basin floods, in the period of September – October 2023.
Context
Climate-related hazards (e.g. cyclones, floods, droughts) are occurring with increasing frequency in Central Mozambique, which is having an increasing and devastating impact on the population and infrastructure. Recently, cyclone Freddy has caused severe devastation in the Zambezi province due to intense winds, severe rains and widespread flooding. Both Quelimane and Mocuba have suffered urban floods, which has underlined the need for more flood/resilient-proof urban planning. In the Zambezi Province, there are many human settlements and economic enterprises that are cyclically affected by floods. For the Zambezi River basin, studies as well as an executive project for the construction of various sections of a dike system have been prepared. These require a review before implementation. The dike system of the Licungo River basin was severely affected by previous heavy rain fall as well, and there is now a strategic plan for the development and use of the Licungo River basin. The Mozambican National Directorate of Water Resources Management (DNGRH) is working with the World Bank (WB) to carry out a set of studies. DNGRH needs technical support to close the ToRs and better manage the studies.
Goal of the mission
Mozambique has requested technical assistance through the DRRS (previously DRR-Team) programme to reduce the risks and impacts of future floodings. Based on the conducted desk study, this DRRS intervention will focus on:
- Supporting the municipalities of Quelimane and Mocuba with advice on short term and medium term mitigation measures on urban floods;
- Supporting the municipalities of Quelimane and Mocuba with the development of a long term flood resilient urban plan;
- For the Zambesi River basin, a review of the studies carried out in preparation of a project for the construction of various sections of the dike system is needed;
- For the Licungo River basin, support is needed to close the ToRs for the Feasibility, Executive Project and the Environmental and Social Studies for a WB supported Strategic Plan for the Development and Technical Assistance for developing a hydraulic study.
Requirements
The team leader for this assignment has a good understanding of the regional context, experience with (complex) governance issues, and good knowledge of integrated water management as well as flood risk management
To complete the DRRS Team for Mozambique, we are looking for the following expertise:
- Expertise on urban drainage and technical modelling;
- Expertise in designing and implementing flood mitigation measures in urban areas;
- Expertise in data and GIS (gathering, combining and geo-reference of data of all kind of sources);
- Expertise in river basin management and rural flood risks, with knowledge of Environmental and Social Studies.
Knowledge of Portuguese is highly desirable as some documentation is only available in Portuguese. Working experience in Mozambique is a plus.
A balanced team regarding gender and age is preferred and aimed for. Young professionals are specifically encouraged to express their interest. The exact requirements for expertise and the composition of the team will be worked out with the team leader.
Planning
The planning for this assignment is roughly from September till October 2023. Total expected days are approximately 10 - 15 days. This depends on both the expertise as well as whether the deployment of the expert will be remote or on site.
