Are you interested in the NL-UA CF grant? On this page, you will find a number of questions and answers that may help you.

Who submits the application?

The Dutch consortium partner submits the application on behalf of both consortium parties. This is because a Chamber of Commerce number is required for the application form.

In which language or file format should I submit the required documents?

All documents must be completed in English. The templates are only available in English. The application form will be available in Dutch and English. Please ensure that you do not change the layout and upload the file as a PDF or Word file.

How many applications may I submit?

As a consortium, you may submit one project proposal per sub-domain. 

Please note: if you submit proposals for multiple sub-domains, there is a chance that you will have to carry out multiple projects simultaneously. We expect you to be able to carry out multiple projects simultaneously.

I am not a Dutch or Ukrainian company, am I eligible?

Only Dutch and Ukrainian companies are eligible. For each consortium, the Dutch consortium partner must submit the application and provide their Chamber of Commerce number. You cannot submit an application without a Chamber of Commerce number. 

How do I find a partner to form a consortium?

NCC-NL organises various matchmaking sessions for you. The idea is that you give a pitch during the matchmaking session in which you can present your company and/or project idea to potential partners. Afterwards, you can contact the companies that are present. By participating, you give NCC-NL permission to pass on your details to other attendees so that they can contact you.

Does my company run any risks if I participate in this programme?

You are expected to weigh up the risks of participating in this programme yourself. We expect Dutch participants to understand that their Ukrainian consortium partners may sometimes be less accessible due to circumstances, and that this should be taken into account in the risk analysis of the project plan.

How many points do I need to qualify?  

We assign a certain number of points to each application, based on the scoring matrix included in the Government Gazette. You must score at least 63 out of a total of 95 points. Simply scoring the minimum number of points for criteria 1 to 3 will not be enough. You can compensate for this with bonus points or by scoring extra points in criteria 1 to 3.

Why are there bonus points?

The bonus points are not mandatory. You can also achieve the threshold value of 63 points with the mandatory criteria. The bonus points are a reward for companies that go the extra mile.

I want more/less money and/or time.

Unfortunately, this is not possible. All projects run for six months, unless there are circumstances beyond our control. The budgets are legally fixed.   

Do I have to travel to Ukraine or the Netherlands for this?

We expect to visit Ukraine in the autumn of 2026 with a group of Dutch companies participating in the grant. This is, of course, not mandatory. If you are a Dutch company and would like to visit your Ukrainian partners, we warmly invite you to join us. Certain safety criteria apply in advance, which we will explain later. 

Can I also participate in a consortium as a government institution, NGO or knowledge institution?  

This grant is only intended for Dutch or Ukrainian companies with at least three full-time employees. If this does not apply to you, you are not eligible. Dutch or Ukrainian (local) authorities may participate in a consortium as an observing party. This means that they are not eligible to receive any funding. They will therefore not be included in the budget, but they can contribute ideas to the project and/or make use of the solutions made available by the project. No bonus points can be earned for this, and NCC-NL does not facilitate matchmaking for this target group.
