The basic principle of the Private-Public Partnerships Surcharge is simple. For every euro a company contributes to research and development (R&D) by a research organisation, the Ministry of Economic Affairs and Climate adds €0.30. That PPP Surcharge must be used again for R&D.

This scheme is temporarily closed. You cannot apply now.

3 types of PPP surcharge

Within the PPP surcharge, there are 3 variants. 2 of them are for the Top Consortia for Knowledge and Innovation (TKIs). They then submit the application. In the 3rd variant, you can apply directly for PPP allowance as a partnership. Read more about the 3 possibilities:

  • PPP programme supplement TKI
The programme allowance for private-public cooperation can be applied for by the TKIs. The TKI can use the programme allowance for cooperation projects, networking activities or innovation brokers.
  • PPP project allowance TKI
A TKI can apply for PPP project allowance for a collaboration project. This surcharge must be used immediately in the project and may not replace existing funding.
  • PPP project allowance collaboration projects
The financial contribution of private parties within large R&D collaboration projects can generate PPP project surcharge. This surcharge must return to the project.

Joining a TKI

Entrepreneurs and research organisations can join a TKI.
