SDE++: Renewable gas
Do you want to apply SDE++ subsidy for biomass fermentation or biomass gasification? On this page you will find the general conditions for gas production and the technology-specific application conditions.
Applying for biomass fermentation
You can apply for a subsidy for biomass fermentation in these 4 categories:
You may submit a subsidy application in the ‘All-purpose fermentation’ category for nearly all types of biomass, including the co-fermentation of manure. There is a condition: the biogas production must be at least 25 Nm3 natural gas equivalents per tonne.
Manure mono-fermentation is used to produce renewable gas. The input must consist exclusively of livestock manure, with no co-products. There are four output categories for manure mono-fermentation:
- ≤110 kW
- >110 kW and ≤ 275 kW
- > 275 kW and ≤ 1,500 kW
- > 1,500 kW
The categories ‘continuation Co-digestion’ and ‘continuation Mono-manure digestion’ are for:
- SDE projects where the subsidy period is almost finished;
- Existing CHP installations that you want to convert into a renewable gas installation.
This early conversion is allowed to help increase the production of green gas. This means that you can apply for this category even if the 12-year subsidy period for your CHP installation is not yet finished.
Are you going to convert a CHP installation into a renewable gas installation? Then you may apply for continuation at any time after the CHP installation is completed.
You can apply for a subsidy for improved sludge digestion to produce renewable heat, or electricity and heat (CHP), or renewable gas at a sewage treatment plant (STP). It is not about one specific technology. This gives more options to use innovative techniques. STPs are also very different in size and type of installation.
In your application, you must show that you can increase the current biogas production by at least 25%. The parts of the installation that cause the extra biogas production must be new.
There is also a category for building a gas production installation at a STP. For this category, there is no requirement to increase the current biogas production.
Applying for biomass gasification
The two categories for producing renewable gas from biomass gasification are now combined. You can choose whether to use clean biomass or B-wood.
Biosyngas is not included in the subsidy. This is because you first need to convert biosyngas into methane before you can feed it into the gas grid.
Sustainability criteria for biomass
If your renewable gas installation generates 2 MW or more, RED sustainability requirements apply. You must show that the biomass you use meets the RED requirements. You do this by using certification schemes approved by the European Commission (EC). In most cases, your company must also be certified.
Read more about the rules and limits on our website, on RED sustainability criteria for biomass for the SDE++ scheme.
Combined applications
You can combine applications for production installations that are part of a renewable gas hub. A renewable gas hub is a group of installations that produce renewable gas. The hub uses one or more connections to feed the renewable gas into the gas grid.
Combining applications can be useful if you want to do the project together with other applicants, but only if all applications in the group receive a subsidy.
If more subsidy is requested on one day than the budget allows, we rank the applications by subsidy intensity, in euros per ton of CO₂ reduction. For a combined application, we use the highest amount from the group. If it becomes necessary to draw lots, we treat the group as one single application.
You need certificates
If you produce green gas, you can request ‘Garanties van Oorsprong’ (GvOs) (Guarantees of Origin) from Verticer. These certificates prove that your gas is produced in a sustainable way. From 1 July 2025, you can let Verticer know each month how you want to use the GvOs.
If you choose to convert the GvOs into Renewable Fuel Units (HBEs), you will not receive SDE subsidy for that production.
Value of GvOs in the correction amount
The minister has said before that the value of a GvO will be included in the correction amount. But there is no platform to determine the market value of a GvO. Starting in 2025, the value of a GvO will be based on the ETS benefit. This benefit arises when a company under the ETS buys a GvO to make its gas use greener.
An ETS price of € 80 per ton means a correction of about € 0.015 per kWh of green gas produced.
Requirements for your gas
There are 2 requirement for the gas you produce:
- The gas you produce must meet the quality standards of the gas grid operator.
- You have to feed the gas into the gas network.
