Permit for IJmuiden Ver Wind Farm Site Gamma-B

Since 1 January 2026, a mandatory safety assessment is part of the Offshore Wind Energy Act. This assessment is conducted by the Investment Assessment Agency (BTI). The BTI checks whether your company can safely and reliably build and operate a wind farm at sea.

In the operating calculation, you report all the costs and revenues of the wind farm. The model then automatically calculates the financial result of your project over its entire term. This prevents your bid from being unrealistic. Furthermore, under the Offshore Wind Energy Act, we may only issue a permit if there is sufficient confidence that the wind farm is economically viable.

Use the Wind Farm Site Decision (WFSD) to prepare your application. It contains site boundaries and the conditions you must adhere to when building and operating the wind farm. These conditions include, among other things, nature conservation. This WFSD for IJV Site Gamma-B (in Dutch) became irrevocable on 28 June 2025.

For your reference, we have provided an unofficial translation of the regulations (attached below). This is an updated version. The previous version contained incorrect coordinates.

Amendments to Wind Farm Site Decisions

In addition to the WFSD, you will also need the Amendments to Wind Farm Site Decisions (WFSDs) for your application in upcoming tenders. This is because the amended WFSDs contain important adjustments that were not included in the previous version of the WFSD. Without this information, your application will be incomplete. Some amendments also apply retroactively to projects already operating or permitted and under construction.

Wind farm temporarily shut down during bird migration

With the January 2026 WFSD amendments (in Dutch), we are adjusting the rules for wind farms in the Borssele, Hollandse Kust, IJmuiden Ver, and Nederwiek Wind Farm Zones. We aim to prevent bird strikes with this measure.

We are doing this by:

• temporarily shutting down turbines during mass bird migration;
• using a prediction model to determine when this is necessary;
• limiting the downtime of turbines to a maximum of 60 hours per year.

Cybersecurity in wind farms

With the February 2026 amendments (in Dutch), we are amending the WFSDs for IJmuiden Ver Gamma-A and -B, and Nederwiek I-A. It is now mandatory for the management of wind farms to take place within the European Economic Area (EEA). This ensures compliance with the new EU rules on cybersecurity and data security.

The permit holder must adhere to a number of regulations when carrying out the project. The draft permit regulations contain the regulations that will, in any case, be included with the final permit. We determine the final regulations with the permit. These may depend on what you state or promise in your bid.

Together with our partners, we conduct site studies in the IJVWFZ. The data and reports from the site studies are published on offshorewind.rvo.nl (English). With the data from these site studies, you can plan and optimise the design of the offshore wind farm.

The Memo Boundaries & Coordinates for IJmuiden Ver Site Gamma-B is available upon request. The information in the Memo is confidential. To request a copy of the Memo, you can send an email to woz@rvo.nl.  

We will then assess your application. If your request is approved, we’ll ask you to sign a Non-Disclosure Agreement (NDA) before receiving the Memo.

The Memo includes:

• a Word file with maps, figures and tables
• an Excel file with the corresponding coordinates

You can use the coordinates and boundaries in this memo to design your future offshore wind farm.

When submitting your application, there are attachments that you must submit as mandatory. You will soon find out on this page which supporting documents are required and what information they must contain.

You can submit your application during the application period. Follow these steps:

• Click on the button: 'Submit your application now' at the top of this page. You will then enter our digital application environment.
• Log in using eHerkenning or DigiD.
  • For your application with eHerkenning (online authentication), you need at least level 3 with authorisation for RVO services at level eH3.
  • If you do not have eHerkenning yet, apply for it in time. Please note that processing may take several working days.
  • It is not possible to submit an application with a chain authorisation. Read more about the different ways to log in.
• First time logging in? You will be directed to a profile page. Fill in all the mandatory fields and save them. You will then be logged out and must log in again.
• Via the tab 'Nieuwe aanvraag' (new application), select the form for this application round. The exact name of the form will be available on this page at a later date.
• Complete all the required details for your application in the form.
• Review your input using the button 'Controleer' (check) before moving to the next tab. If any information is missing or incorrect, you will receive a notification.
• In the last tab of the application form, you will upload the attachments. Mandatory attachments are marked with an asterisk (*).
• Double-check your application for errors before submitting it. If you receive error messages, go to the relevant tab and correct your input.

Please note the following:

• Your application form will be automatically saved when you move to the next tab. You can also save your data manually in between. You can log out after saving, and log back in later to continue from where you left off.
• Scan all your attachments first and upload them into the digital application environment. If a file exceeds the 40 MB limit per attachment, submit the attachment in multiple parts along with your application.

• To submit your form, click on the button 'Naar verzenden' (proceed to submission) under the tab 'Controleren' (check) in the digital application environment. All the questions and answers will then be displayed on the screen. Carefully check your application again and ensure that you have attached all the necessary permits and attachments.
• Tick the box 'Verklaring en ondertekening' (declaration and signature). Submit your application definitively by clicking the button 'Ondertekenen en verzenden' (sign and submit).

Please note the following:

• Immediately after submission, you will receive a confirmation of receipt with a project number at the email address you provided in your profile. You will use this number for any correspondence regarding your application.
• You can find your application and the confirmation of receipt under 'Mijn aanvragen' (my applications) in the digital application environment, as long as you are still authorised.
