Buying hardware SDGP

Hardware and technical assistance qualify for subsidy on the following term:

• the use of hardware during the project is in line with the purpose of the project as described in the project plan
• the hardware is bought after approval of the project’s start-up phase, and
• the hardware is bought at cost price after a conformity check.

After the project, a local entity becomes owner of all hardware. This must be documented in the inception report and the final report.

Hardware will be valued at actual costs following current market rates. The total compensation for hardware cannot be adjusted upwards; technical assistance and hardware cannot be exchanged between each other. Hardware prices that are not in line with current market rates, will be adjusted according to market prices defined by SGS.

Market conformity check

SGS is a supplier of independent inspection, verification and certification services. SGS processes the market conformity checks for us. The final subsidy amount for hardware is based on the market conformity check, documented in a certificate issued by SGS.

During your project, you can submit 3 requests for a market conformity check at our expense. If you choose to submit more requests, the costs are at the project partners’ expense.

Please note that the applicant is responsible for arranging the market conformity checks. You can get in touch with SGS directly to start the procedure. SGS will send us the original version of the certificate. The applicant will receive a digital copy.

Second-hand and large purchases

Market conformity checks are for second-hand hardware and items in your project hardware list costing €25,000 or more. SGS also checks the minimum quality requirements for second-hand goods. We advise you to request a market conformity check after large and second-hand purchases, as:

• it gets more difficult to collect the required documents after a considerable time has passed since the purchase
• the market value of second-hand hardware is based on the date of visual inspection, and
• something may happen and destroy your hardware between purchase and the conformity check.

At the end of your project, at least 90% of all project hardware costs need to be checked by SGS. Hardware items exceeding €25,000 may not add up to 90% of your project hardware costs. In that case, you need to add hardware items to your market conformity check until they do.

Hardware invoices

As SGS sends us 90% of the project hardware costs, you do not have to send us your hardware invoices. We may ask you for additional invoices when determining your final subsidy.
