Dutch Diamonds Partnerships: Water security and water safety

On this page, you will find all the information you need to apply for a subsidy from the Dutch Diamonds Partnerships programme, theme water security and water safety.

Conditions
To receive funding under the water theme, your project must support water safety and water security. Your project should improve access to water and reduce water risks, such as having too much, too little or polluted water. This can include improving drinking water and sanitation facilities (WASH), water management and data management in industrial sectors. It can also mean working on water governance and integrated water resources management (IWRM). Managing water risks in farming or food processing falls under the water and food security theme.

Check whether your project idea aligns with this funding programme's theme and fits the countries and sectors where you want to carry out your project.

Submitting your quick scan
Take the following steps to submit your quick scan:
- Complete the required quick scan. Download the template 'DDP quick scan 2026' below.
- Send the quick scan and attachments before 26 October 2026, 17:00 CET (Central European Time) to ddp@rvo.nl.
- You will get a confirmation of receipt. If you do not receive this confirmation, please contact us at ddp@rvo.nl.
We may contact you during the review to discuss your quick scan.
Within 4 weeks, you will get our advice on your quick scan. After that, you can apply for funding during the opening period.
We updated the quick scan template for Dutch Diamonds Partnerships on 21 September 2026. Please use the updated template when submitting your quick scan.
How to apply for funding
After you get our advice on your quick scan, you can apply for funding. It does not matter if our advice is positive or negative. Your application must include the reference number for the advice you received on your quick scan. You also need to send the required attachments. You can download the templates here soon.

- In this plan, include a business case and a plan for monitoring, evaluation and learning (MEL).
- Explain how and why your project will bring the desired change.
- Show how your project will make a lasting, positive impact on the climate.
Signed partnership agreement
Signed partnership agreement
A signed partnership agreement shows that partners will work together on the activities. The agreement sets out who does what and how partners will keep to their agreements. It also makes sure all partners meet the funding obligations set by the minister.
If a local authority cannot sign the partnership agreement immediately, a signed letter of intent is sufficient. This letter states that they will sign the partnership agreement within 3 months of receiving the funding.
Budget
Budget
The budget includes each partner's own contribution.
Does the partnership finance its own contribution with partner capital? Is this 25,000 euros or more for each partner? Then that partner must also send the most recent annual accounts for years T-1 and T-2. An external, independent accountant must check these accounts.
Recent payroll summary
Recent payroll summary
Partners who calculate hourly rates using the wage costs plus a fixed markup method must provide a recent payroll summary. This includes a combined overview of all wage data for staff working on the project.
Total annual resources
Total annual resources
The lead partner or applicant must provide an overview of the average annual resources from sources other than the Netherlands Ministry of Foreign Affairs. This is for the past 5 financial years.
Annual accounts T-1 and T-2
Annual accounts T-1 and T-2
The lead partner must provide the most recent annual accounts for years T-1 and T-2. An external, independent accountant must have checked these. If checked annual accounts are not available for one or both years, an unchecked annual account is acceptable for those years.
Cash flow forecast
Cash flow forecast
The lead partner must provide a yearly cash flow forecast for each partner.
