Offshore Wind Energy Action Plan
Due to rising costs and less demand for electricity than expected, development of offshore wind energy is coming to a standstill in many countries. To prevent this from happening in the Netherlands as well, the Dutch Cabinet presented the Offshore Wind Energy Action Plan on 16 September 2025. This includes measures to financially support the construction of new wind farms. The plan also provides solutions to further stimulate demand for offshore wind energy.

No influence on Nederwiek I-A tender round
The action plan does not apply to the current tender round for Nederwiek Wind Farm Site I-A, which will start in October.

Location of Nederwiek Site I-A
Which area is involved?
The Nederwiek I-A (NW I-A) Site starts approximately 95 km off the west coast of Texel. The total surface area of the NW I-A Site is approximately 149.2 km2. This includes the maintenance and safety zones.
Grid operator TenneT is installing the offshore grid that will connect the wind farm to the onshore high-voltage grid. This is how the wind energy generated ends up on our electricity grid. The wind farm will be connected to a TenneT substation platform for this purpose. The platform has a 2 GW direct current (DC) connection to an onshore substation in the Borsele area. The intention is that Nederwiek I-B will also be connected to the platform later. This means that two 1 GW wind farms will connect to one platform. The DC connection ensures that the voltage on the electricity grid remains constant.

What conditions do you have to meet?
First, we check whether the application contains all the necessary information. We then assess whether the project is feasible. If the application meets these requirements, we proceed with the further evaluation of the application.
Applications are assessed based on the procedure of a comparative test with a financial bid. This means you earn points based on several ranking criteria. The application with the highest score will receive the permit. For your permit application, we will at least weigh the following components when determining its score:
- certainty that you will realise the wind farm;
- contribution of the wind farm to energy supply;
- amount of your financial bid.
Moreover, there are additional criteria that count towards the assessment of the permit application. For the Nederwiek I-A site, the emphasis is on reducing the negative impact of a wind farm on nature in the North Sea and on ideas that can strengthen nature.

Research into national security of offshore wind energy
The Ministry of Climate and Green Growth is conducting research into risks to national security associated with offshore wind farms. This research specifically focuses on the use of components from 'third countries' (countries that are not members of the European Union). These are countries with offensive (cyber) programmes that continuously carry out offensive intelligence activities. Such activities could pose a threat to the interests of the Netherlands and its allies.
Are there risks to national security with certain components? Then you may need to comply with strict conditions or restrictions when using these components in the construction of a wind farm.
This research may not be completed before the tender registration opens for Nederwiek Site I-A. However, it may be that, based on interim results, you have to take restrictions or conditions into account for these wind farms.

In the application form, we refer to the official regulations (Ministerial Order) for Nederwiek I-A published in the Government Gazette (Staatscourant). The Ministerial Order contains the legal information about the process for granting the permit for the construction and operation of wind farm.

On 1 January 2024, the Offshore Wind Energy Implementation Regulation was amended by adding a new test for various possible risks. The Investment Assessment Bureau (BTI) carries out this test. This form is required for this. You provide information about safety here. You must include this information with your permit application.

In the operating calculation, you report all the costs and revenues of the wind farm. The model then automatically calculates the financial result of your project over its entire term. This prevents your bid from being unrealistic. Furthermore, under the Offshore Wind Energy Act, we may only issue a permit if there is sufficient confidence that the wind farm is economically viable.

The permit holder must adhere to a number of regulations when carrying out the project. The draft permit regulations contain the regulations that will, in any case, be included with the final permit. We determine the final regulations with the permit. These may depend on what you state or promise in your bid.

Only the winner of the permit must provide a bank guarantee or deposit. This is an additional assurance for us that the winner of the permit will realise the wind farm on time. If the winner does not complete the wind farm on time, the Government will collect the deposit worth € 100 million in stages.
For one month's delay, the fine is € 10 million. We keep the bank guarantee or deposit in a safe and return it if the winner of the permit completes the wind farm on time.

You use the Wind Farm Site Decision (WFSD) to prepare your application. It contains site boundaries and the conditions you must adhere to when building and operating the wind farm. These conditions include, among other things, nature conservation.
The final WFSD was published in May 2025. You can find the final WFSD for the Nederwiek (South) I-A site on the Energy Projects Office page (in Dutch only). This WFSD became irrevocable on 28 June 2025.
The draft WFSD was published on 21 November 2024. You could submit comments on the draft WFSD until 2 January, 2025. Read more about (the process surrounding) the WFSD (Dutch only).

Together with our partners, we are conducting site studies in the Nederwiek Wind Farm Zone. The data and reports from the site studies are published on offshorewind.rvo.nl (English). With the data from these site studies, you can plan and optimise the design of the offshore wind farm.
Submit your application
You can only submit your application through our digital application portal. Soon, you will find the link to the digital application portal here on this page.
What you need to do to successfully submit your application can be found in the step-by-step guide below.
When submitting your application, there are attachments that you must submit as mandatory. The required attachments and the information they must contain are explained in the instructions for the application form (In Dutch: 'Toelichting op bijlagen bij aanvraag Nederwiek I-A'). Please read these carefully. You can find this instruction above under the heading Preview application form.
You can submit your application during the application period, which runs from Thursday 16 October 2025, 00:00 (CEST) to Thursday 30 October 2025, 17:00 (CET).
Follow these steps:
- Click on the button: 'Uw aanvraag direct regelen' (submit your application now) on this page when the Ministerial Order is open for applications. You will then enter our digital application environment.
- Log in using eHerkenning (or DigiD).
- For your application with eHerkenning, you need at least level 3 with authorisation for RVO services at level eH3.
- If you do not have eHerkenning yet, apply for it in time. Please note that processing may take several working days.
- It is not possible to submit an application with a chain authorisation. Read more about the different ways to log in.
- First time logging in? You will be directed to a profile page. Fill in all the mandatory fields and save them. You will then be logged out and must log in again.
- Via the tab: 'Nieuwe aanvraag' (new application), search for 'Wind'. In the overview that appears, select the form 'Wind op Zee 2025' (offshore wind 2025) for this application round.
- Complete all the required details for your application in the form.
- Review your input using the button: 'Controleer' (check) before moving to the next tab. If any information is missing or incorrect, you will receive a notification.
- In the last tab of the application form, you will upload the attachments. Mandatory attachments are marked with an asterisk (*).
- Double-check your application for errors before submitting it. If you receive error messages, go to the relevant tab and correct your input.
Please note the following:
- Your application form will be automatically saved when you move to the next tab. You can also save your data manually in between. You can log out after saving, and log back in later to continue from where you left off.
- Scan all your attachments first and upload them into the digital application environment. If a file exceeds the 40 MB limit per attachment, submit the attachment in multiple parts along with your application.
- To submit your form, click on the button: 'Naar verzenden' (proceed to submission) under the tab: 'Controleren' (check) in the digital application environment. All the questions and answers will then be displayed on the screen. Carefully check your application again and ensure that you have attached all the necessary permits and attachments.
- Tick the box: 'Verklaring en ondertekening' (declaration and signature). Submit your application definitively by clicking the button: 'Ondertekenen en verzenden' (sign and submit).
Please note the following:
- Immediately after submission, you will receive a confirmation of receipt with a project number at the email address you provided in your profile. You will use this number for any correspondence regarding your application.
- You can find your application and the confirmation of receipt under 'Mijn aanvragen' (my applications) in the eLoket, as long as you are still authorised.

After your application
- We assess all applications together with experts;
- A statutory period of 13 weeks applies to the assessment;
- The highest scoring party for a plot receives the permit to build and operate the wind farm.
