Renewable energy for all: 20 years of improving energy access

The Netherlands Enterprise Agency (RVO) and its partners have supported renewable energy access in low- and middle-income countries for over 20 years. As long-standing programmes end in 2026, this page shares lessons and best practices for developing sustainable renewable energy markets.
RVO and renewable energy market development
To make renewable energy accessible, local markets need to be able to sustain themselves. We have worked with international partners, local governments, businesses and communities to:
- Enable business growth: Coaching local small and medium-sized enterprises (SMEs) to improve financial records and business management.
- Improve access to finance: Providing results-based incentives and testing new ways of financing energy providers and consumers.
- Develop enabling environments: Working with national and local governments to develop policies, regulations and tax structures.
- Link different sectors: Connecting energy solutions to agriculture, healthcare, education and water supply.
- Ensure social inclusion: Making energy programmes socially inclusive. This encourages everyone to take part, from business owners to sales agents and consumers.
