Renewable energy partnerships

No organisation can deliver renewable energy access alone. Governments, businesses and development partners need to work together to develop inclusive and innovative renewable energy solutions. This page offers information materials and practical insights on partnerships for renewable energy.

The Netherlands Enterprise Agency (RVO) and renewable energy partnerships

Working together is essential to achieve Sustainable Development Goal 7 (SDG 7): Affordable and clean energy. RVO has developed and coordinated renewable energy partnerships for over 20 years. We have learnt that partnerships work best when partners have a shared vision, matching timelines and the flexibility to adapt to change. 

Lasting energy access depends on public ownership and solutions that are created and developed locally. To achieve this, we have developed strong partnerships with national and regional governments in partner countries. Instead of working only with traditional partners, we involve a variety of other organisations. This includes financial institutions, private companies, humanitarian groups and international organisations. 

Results of partnerships

Our partnerships have achieved the following results: 

  • Market development: We supported market development and tested innovative financial tools and business models. We did this through the programmes Energising Development (EnDev), Strengthening the Entrepreneurial Ecosystem for Clean Cooking (SEE Clean Cooking), Regional Clean Cooking Action West Africa (ReCCAWA) and SDG7 Results.
  • Coordinated action: The NL Energy Compact brought together Dutch businesses, knowledge institutes and government agencies to support coordinated global action on clean energy.
  • Sharing knowledge to develop subsidies: As part of EnDev's Demand-Side Subsidy Component, we joined the End User Subsidy Lab with the German Corporation for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ), the Global Off-Grid Lighting Association (GOGLA), the Energy Sector Management Assistance Program (ESMAP) and the Clean Cooking Alliance (CCA). This platform shares skills, technical knowledge and funding to develop smarter subsidies.
  • Reaching remote communities: We partnered with humanitarian organisations through the SUSTAINED programme. Together, we helped bring clean energy to displaced communities and vulnerable people that commercial markets could not reach alone. 
  • Regional cooperation: As part of a Team Europe initiative, ReCCAWA is jointly run with the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) and the Spanish Agency for International Development Cooperation (AECID). RECCAWA works closely with ECOWAS to develop clean cooking markets across West Africa.

NL Energy Compact

The United Nations (UN) asked the Netherlands to lead global efforts on SDG 7 during the 2021 High-Level Dialogue on Energy. The NL Energy Compact works towards affordable, reliable and clean energy for all by 2030. It also supports net-zero climate goals by 2050.

End User Subsidy Lab

The End User Subsidy Lab is a collaborative platform supported by GOGLA, ESMAP, EnDev and the CCA. It brings together experts, funding and reports to create smart subsidy models. The lab hosts free online meetings every year to share lessons learnt with governments and project managers. Its reports show how subsidies can solve price problems and speed up progress towards achieving SDG 7.

Leaving no one behind: from framework to operationalisation

This guide explains how EnDev puts the 'Leave No One Behind' (LNOB) principle into practice in energy projects. The report uses in-depth case studies from Ethiopia and Nepal. The lessons learnt help project managers develop clean energy projects that help achieve SDG 7 and include those most at risk of being left behind.
