This page gives access to the following national reports submitted by the Netherlands to the European Union (EU):

Reports under EU’s Monitoring Mechanism Regulation and Governance Regulation

Until 2020, the EU Monitoring Mechanism Regulation (MMR) required EU Member States to reports on subjects such as policies and measures, projections, climate adaptation actions, support to developing countries and the auctioning of EU Emissions Trading System (ETS) allowances. From 2021, the Regulation on the Governance of the Energy Union and Climate Action will be in force, requiring similar reports as the MMR.

Besides the reports below, the Netherlands also reports the greenhouse gas emissions of all sectors in the National Inventory Report. These reports are submitted to the United Nations Framework Convention on Climate Change (UNFCCC) as well as the EU.

National Energy and Climate Plan (NECP)

Under the Regulation on the Governance of the Energy Union and Climate Action, EU Member States submitted an integrated National Energy and Climate plans (NECP, in Dutch: INEK) by the end of 2019. By 2023 the Member States will give updates on the plans, in line with the 5-yearly ambition cycle of the Paris climate agreement.

The NECP provided by the Netherlands (in Dutch).

Energy Efficiency Directive (EED)

In accordance to article 7 of the EU Energy Efficiency Directive (2018/2002), Member States are obliged to save on the final use of energy. For the Netherlands, the obligation amounts to 924 petajoule cumulatively in the period 2021-2030. In the Methodology document on energy savings below (in Dutch), the Netherlands indicates the methods, in accordance with article 3 point 2 (h) of the Governance Regulation, that will be used to monitor and calculate the energy that is saved.

Potential to decarbonize heating and cooling in the Netherlands

In accordance to article 14 of the EU Energy Efficiency Directive (2018/2002), Member States are obliged every five years to carry out a comprehensive assessment of the potential for the application of high-efficiency co-generation and efficient district heating and cooling. The Netherlands has carried out this assessment in 2020 by analysing the potential to decarbonize heating and cooling in the buildings, industry and horticulture.

National Forestry Accounting Plan / Forest Reference Level 2021-2025

According to the EU Land Use, Land-Use Change and Foresty regulation (LULUCF), accounting of emissions and removals from managed forest land should be done against a Forest Reference Level (FRL). Reports should be made for each of the compliance periods 2021-2025 and 2026-2030. The National Forestry Accounting Plan (NFAP) includes the requested Forest Reference Level for the Netherlands for the first 5 years compliance period (2021- 2025).

Information on LULUCF actions

This report provides the information related to Article 10 of Decision No 529/2013/EU. It includes information on actions related to the activities the Netherlands reports and accounts under the Kyoto Protocol – Afforestation and Reforestation, Deforestation and Forest Management, and the Cropland Management and Grazing land Management activities relating to Article 3.2(b) of the EU LULUCF decision.
