What role can a municipality play in social nuisance and aggression during heat?
Municipality is heatproof if
- There is no/hardly any more discontent than usual during hot periods.
Measures
- Make agreements with the local catering industry about measures against noise pollution and unwanted gatherings at certain locations.
- Ensure sufficient enforcement on the street during hot periods.
- Impose a local smoking and/or fire ban.
- Designate places where barbecuing is allowed (and until what time).
- Temporarily place toilets and waste bins in places where many people stay during hot days and evenings.
- Increase the efforts of management and maintenance to keep outdoor areas of busy places clean and pleasant.
- Establish a communication approach that will be implemented during hot periods.
See explanation of the problem (in Dutch) by the Heat Resistant City.
Tips
- Seek cooperation with local catering establishments to draw up measures against noise, odor and waste nuisance.
- Work together with the police and municipal management on a plan for hot periods where nuisance is expected, with regard to:
- Enforcement on the street.
- Management and maintenance of busy places.
- Installation of temporary toilets and waste bins.
- Local smoking and/or burning ban, and designation of places where barbecuing is allowed (and until what time).
