WASH Sanitation Specialist for UNICEF for North West Syria (remote)

The Sanitation specialist SBP will work remotely. In coordination with WASH Team in Gaziantep (WASH Officer NOB as focal point) and will undertake the following steps:
- Desk review of all technical components of the system
- Elaboration of all relevant documents (as described in the section “Activities”, below), including manuals, guidelines and training materials
- Delivery of trainings to field staff – including the UNICEF Implementing partner, in close collaboration with UNICEF Team
OPTIONAL: If allowed by the partner, field visit into North West Syria might be required. In this case, and if the SBP does not have required security training (including SSAFE training) as per required for UN staff, it is recommended that the SBP to have this training. UNICEF office will arrange the training (if required) and cover the costs for the SBP. Such training will be part of the 12-week period of deployment.
ACTIVITIES AND TASKS
1) Review of full technical design of the WWTP. Pending outcome of analysis, this will include, at a minimum, the following elements:
1.1 Comprehensive technical review of all WWTP parameters and design choices.
1.2 Develop overall conclusions and recommendations for potential improvements, preferably in the form of a set of costed options.
2) Elaboration of a comprehensive management plan for the facility. Proposed elements include:
2.1 Recommended organizational structure
2.2 JDs for plant staff
2.3 Cost-recovery plan
2.4 Comprehensive data/record keeping system
2.5 Effluent quality monitoring plan (including key parameters, standards, monitoring frequency, methodology, compliance/reporting plan, etc.)
2.6 SoPs for plant activities
2.7 Risk/hazard mitigation plan
3) Capacity building plan for field staff. This will cover:
3.1 Elaboration of training materials complementing the technical guidelines on O&M and Quality Monitoring plan
3.2 Set of sessions/webinars with UNICEF WASH Team in Gaziantep
3.3 Set of sessions/webinars with Implementing Partner (in collaboration with UNICEF WASH Team)
QUALIFICATIONS AND SPECIALIZED KNOWLEDGE
• Advanced university degree or equivalent experience in Environmental Public Health, Civil Engineering, or other WASH related field.
• Proven experience in management of Sanitation projects. A minimum of 3 years of experience with either the UN and/or Private sector.
• Ability to consolidate information from multiple sources and write timely and succinct information analysis and report writing
• Fluency in English. Fluency in Arabic is a strong asset.
